BTW, there are laws about freedom in comunication, free providers cant be forbidden, so why should any provider try to get limited?

This is because of how the internet is changing
people have hosting servers for their crap but private companies handle the bulk of the internet and its estimated that within 5 years one household will take up the same bandwidth as a good chunk of the internet now because of stuff like high def videos and other bandwidth hogs becoming the norm.

If the connection is outside the packetrange, some connections will be totally blocked or need a pay-per-view-like system to be used.
